On the Hill: Shutdown Winds Down

The government shutdown appears to be nearing its end. Early Wednesday morning, Nov. 12, the House Committee on Rules advanced the Senate-passed continuing resolution (CR). Debate on the funding package will take place throughout the day, followed by a rule vote, with final passage expected around or after 7 pm ET. The measure is anticipated to pass the House and be signed into law by President Trump Wednesday evening. 

Under the agreement, Congress would enact full-year funding for select areas—including the Departments of Agriculture and Veterans Affairs, and legislative branch operations—while extending funding for other agencies through the end of January 2026. The bill would provide back pay for furloughed federal employees, restore paused federal payments to states and localities, and allow agency staff to return to work. It also includes a delay in Medicaid DSH cuts through the end of January 2026. Notably, it omits an extension of expiring Affordable Care Act premium subsidies, a key Democratic priority in this shutdown. 

Committee Activity This Week 

The Senate remains in session all week, while the House has again canceled its planned meetings from Monday through Thursday.
