Administration Update: Ongoing Challenges to Executive Orders

August 19, 2025
Julie Kozminski

America’s Essential Hospitals is closely monitoring the executive orders signed by President Trump since he took office on Jan. 20, and will provide members with regular updates on the status of these orders as they are reviewed by federal courts.

Since the association’s last update on Aug. 5, the Government Accountability Office found that the Trump administration’s withholding of funding previously appropriated for National Institutes of Health research grants violates the Impoundment Control Act.

A federal court in California issued a preliminary injunction stopping the Department of Homeland Security (DHS) from using Medicaid data for immigration enforcement purposes in twenty suing states. The Medicaid data was supplied to DHS by the Department of Health & Human Services.

The association’s latest review of the Trump administration’s executive actions and their potential effects on essential hospitals is available for members.
