We’ve had some changes to our legislative affairs team this year and want to take the opportunity to introduce you to the team working for you in Washington, D.C.
Jason Pray
Vice President of Legislative Affairs
Pray brings more than 24 years of legislative, political, and grassroots experience to America’s Essential Hospitals. In this role, he leads the association’s federal legislative strategy and advocacy activities and political action committee. Before joining America’s Essential Hospitals, Pray served in multiple leadership positions with BlueCross BlueShield Association, most recently as executive director of congressional relations, in Washington, D.C.
Brianna Battle
Legislative Affairs Manager
Battle’s portfolio includes the House Committee on Energy and Commerce and the Senate Committee on Health, Education, Labor, and Pensions. Previously, she lobbied for the Alzheimer’s Association for almost two years, where she handled appropriations and Medicare-related issues. Prior to that, Battle spent more than five years working in both the United States Senate and House of Representatives, where she focused on health care policy issues.
Allison Lee
Legislative Affairs Manager
Lee’s portfolio includes the Senate Committee on Finance and House Committee on Ways and Means. She also manages relationships with the Congressional Black Caucus, New Democrat Coalition, and Congressional Progressive Caucus. Prior to joining America’s Essential Hospitals, Lee worked on a variety of domestic policy issues, including medical technology and criminal justice reform. Lee holds a master’s degree in legislative affairs from George Washington University and a bachelor’s degree in political science from Bethune-Cookman University.
Daniel Armando Jones
Junior Legislative Affairs Manager
Jones’ portfolio includes the House and Senate committees on Appropriations, the Judiciary, Homeland Security, and Oversight, as well as the Congressional Hispanic Caucus and Blue Dog Coalition. He manages the Federal Action Network and represents the association in the Partnership for Medicaid as second co-chair. Prior to joining the association, Jones worked on Capitol Hill, through the Congressional Hispanic Caucus Institute Public Policy Fellowship program and later as full-time staff, with a focus on federal appropriations.
Julia Grady
Legislative Affairs Associate
Grady oversees grassroots advocacy activity, including Policy Assembly and the biennial Government Relations Academy course, and assists with the Essential Hospitals Political Action Committee. Previously, she worked in public affairs at PLUS Communications and in public policy at the Metro Atlanta Chamber. Grady is a master’s in business administration candidate at Georgetown University and holds bachelor’s degrees in public relations and Spanish from the University of Georgia.
Phumile Chibambo
Executive Coordinator
Chibambo has contributed 25 years of administrative support to America’s Essential Hospitals, primarily assisting the Advocacy Department’s Legislative Affairs, Policy, and Communications teams. Her adept coordination among internal teams, association members, and external partners has played a pivotal role in ensuring operational success and efficiency.
