CMS Reports Increased Enrollment as Open Enrollment Draws to Close

The Centers for Medicare & Medicaid Services reported Jan. 8 that 23.6 million people have selected 2025 plan year coverage since the start of the 2025 marketplace open enrollment period, including 3.2 million new customers. Open enrollment runs through Jan. 15. 

Enrollment for 2025 is an increase of 11.6 million from 2021, when enhanced marketplace premium tax credits were introduced. These tax credits can lower plans to around $10 per month for most consumers and are set to expire at the end of 2025. If enhanced premium tax credits are not extended or made permanent, the Congressional Budget Office estimates enrollment will drop to 18.9 million in 2026. 

The increased enrollment this year also could reflect the Biden administration’s efforts to provide tax credits to those enrolled in the Deferred Action for Childhood Arrivals (DACA) program. In December 2024, the U.S. District Court for the District of North Dakota blocked a policy allowing DACA enrollees in 19 states from participating in marketplace enrollment. 

The marketplace will cancel any enrollments for 2025 marketplace coverage selected by DACA recipients and other noncitizens covered by the rule in these states and will refund any premiums paid for that 2025 coverage.
