CMS Approves Oregon Basic Health Plan

The Centers for Medicare and Medicaid Services on June 7 approved Oregon’s basic health plan (BHP), which will provide coverage for individuals with family incomes between 138 and 200 percent of the federal poverty level (FPL). The BHP will begin providing coverage July 1.

Individuals who are currently enrolled in the state’s Section 1115 demonstration and who meet BHP eligibility criteria will be enrolled in the BHP automatically. Individuals who are currently enrolled in qualified health plans through the federal insurance marketplace will not automatically transition to the BHP but will have their eligibility redetermined when they update their marketplace applications.

The BHP will provide comprehensive benefits without premiums or other cost sharing to citizens and lawfully present noncitizens. Citizens with income below 138 percent of the FPL currently are eligible for Medicaid, and Oregon plans to create a state-funded program to enroll lawfully present noncitizens with incomes below 138 percent of the FPL.

Oregon joins New York and Minnesota as the only states with BHPs.
