Administration Update: Regulation Repeal, Tariffs, NIH Grant Cap

April 15, 2025
Julie Kozminski

America’s Essential Hospitals is closely monitoring the executive orders signed by President Trump since he took office on Jan. 20, and will provide members with regular updates on the status of these orders as they are reviewed by federal courts.

Since the association’s last update on April 8, President Trump signed an executive order instructing agencies to repeal unlawful regulations based on 10 specific Supreme Court decisions. The regulations can be repealed without notice and comment rulemaking procedures.

President Trump also signed executive orders increasing tariffs on imports, which likely will have negative consequences on the medical supply chain.

A district court judge in Massachusetts entered a permanent injunction against the National Institutes of Health. The court found that the new indirect grant cost cap was illegal. The administration has appealed the decision.

The association’s latest review of the Trump administration’s executive actions and their potential effects on essential hospitals is available for members.
