Administration Update: Executive Order Implementation, Court Rulings

May 28, 2025
Julie Kozminski

America’s Essential Hospitals is closely monitoring the executive orders signed by President Trump since he took office on Jan. 20, and will provide members with regular updates on the status of these orders as they are reviewed by federal courts.

Since the association’s last update on May 19, the Department of Health and Human Services (HHS) has acted to comply with the president’s executive orders. First, the Centers for Medicare & Medicaid Services released updated guidance on hospital price transparency and a related request for information (RFI). Second, HHS, along with two other agencies, issued an RFI on improving prescription drug price transparency. Third, HHS identified specific targets pharmaceutical manufacturers are expected to meet under the most favored nation drug pricing model.

Courts also have ruled to halt public health funding cuts, the ban on gender transition care for minors at federally funded institutions, and implementation of the HHS reduction in force and reorganization plan.

The association’s latest review of the Trump administration’s executive actions and their potential effects on essential hospitals is available for members
