Waivers Catalyze Integration and Clinical Improvement

Massachusetts has been working with a Medicaid Section 1115 waiver since 1997. The waiver has been extended four times. The fourth extension, approved in December 2011, enabled Massachusetts to create delivery system transformation initiatives (DSTIs) to incentivize health systems to improve quality, efficiency, and care integration. Members learned how DSTIs catalyzed Boston Medical Center to become aligned, focused, and driven to make real quality improvement happen.
