Medicaid Managed Care Directed Payments: State Action and CMS Insights

The Centers for Medicare & Medicaid Services (CMS) recently proposed giving states more flexibility in how they structure the arrangements through which they direct managed care plans to pay hospitals. The proposed changes follow 2016 regulations that allowed states to structure these payments through:

  • value-based purchasing models;
  • delivery system reform or performance improvement initiatives; or
  • minimum fee schedules or rate increases.

Participants got a deep dive into these policies with our Washington counsel, Eyman Associates. They broke down how states have approached directed payments, explored opportunities for essential hospitals, and examined what CMS’ approval of directed payment arrangements signals for the future.
