On June 19, Sens. Joe Manchin (D-WV), Roger Wicker (R-MS), Mark Kirk (R-IL), and Bill Nelson (D-FL) introduced a bill that would require the Centers for Medicare & Medicaid Services to consider socioeconomic status of hospital patient populations in its calculation of penalties under the Hospital Readmissions Reduction Program (HRRP). Beginning Oct. 1, HRRP penalties will increase. Without corrective action, essential hospitals may be unfairly penalized due to their disproportionately low-income patient population.
