CMS Issues Bulletin for States Proposing Medicaid Payment Changes

The Centers for Medicare & Medicaid Services (CMS) has issued a bulletin to states summarizing the public process for proposed Medicaid payment changes.

The bulletin includes both long-standing requirements and those codified in the November 2015 Medicaid Equal Access final rule with comment period. It stresses the necessity of the public notice and input process to inform providers and other stakeholders of changes states intend to make to their payment methodologies.

Failure to follow the public notice and process can result in delay of state plan amendment (SPA) implementation or disapproval of the SPA.
