Our View: Medicare HRRP Must Account for Social Complexities

A growing body of research demonstrates that vulnerable patients experience social hardships that lead to poor health and that occur outside a hospital’s control, such as homelessness and lack of family support. The Medicare Hospital Readmissions Reduction Program (HRRP) must account for these differences to avoid unfairly penalizing essential hospitals, which care for large volumes of vulnerable people.
