MACPAC Votes to Collect Provider-Level UPL Data

At the Medicaid and Children’s Health Insurance Program (CHIP) Payment and Access Commission’s (MACPAC’s) Dec. 12–13 public meeting, commissioners voted on a draft recommendation to collect provider-level Medicaid upper payment limit (UPL) payment data. States make UPL payments to hospitals on top of fee-for-service payments for Medicaid services. MACPAC commissioners said that such a recommendation would help the Centers for Medicare & Medicaid Services (CMS) enhance transparency by standardizing the process by which these data are reported.
