On Sept. 19, the Medicaid and CHIP Payment and Access Commission (MACPAC) met to discuss plans for the newly mandated study on disproportionate share hospital (DSH) payments. Specifically, MACPAC staff shared that they will be evaluating potential data sources, constructing an operational model to estimate state-level DSH allocations, and consulting with stakeholders throughout the process. This study was included as part of the Protecting Access to Medicare Act of 2014 and specifically requires MACPAC to submit an annual report to Congress beginning in 2016 on the following:
- data relating to changes in the number of uninsured
- data relating to amount and sources of hospitals’ uncompensated care costs
- data identifying hospitals with high levels of uncompensated care that also provide essential community services
- relationship between current and projected DSH allotments and the data elements above
