The Medicaid and CHIP Payment and Access Commission (MACPAC) released an issue brief giving an overview of Medicaid base and supplemental payments to hospitals.
The brief reviews each broad type of Medicaid hospital payment—base payments for services and lump sum supplemental payments. Use of the payment types and overall level of payment to hospitals vary by state.
The brief also provides information on payment goals, payment amounts, and relationship to other types of Medicaid payments. Further, illustrative examples show the variance in the use of supplemental payments by state and the impact of state methods of financing on hospital payments.
The brief’s appendix provides state-level data on fiscal year 2016 supplemental payments to hospitals.
