In January 2010, the Centers for Medicare & Medicaid Services (CMS) issued an interim final rule regarding stage 1 of the Medicare and Medicaid Electronic Health Record (EHR) Incentive Programs. The programs are staged in three steps with increasing requirements for participation at each stage.
The interim final rule represented the first step to adopting standards, implementation specifications, and certification criteria to enhance health information technology and support meaningful use.

The Office of the National Coordinator for Health Information Technology published an initial set of standards, implementation specifications, and certification criteria for EHR technology.
In its comment letter, the association urges CMS to reassess its proposed meaningful use definition so hospital incentive payments can be distributed to the providers who need them.
