When Congress returns from its summer recess Sept. 9, it will face the challenge of extending government funding past Sept. 30 through a continuing resolution (CR) now set to expire on that date. Republicans have so far been unable to overcome resistance to their plan to defund the Affordable Care Act as part of a CR extension. Later this fall, Congress also will debate raising the nation’s more than $16 trillion statutory debt limit to avoid default. The White House has said it will not sign debt limit legislation that includes riders, such as restoration of sequestration cuts. The White House and Republican senators are scheduled to discuss the issue Thursday.
