CMS to Conduct Nationwide Survey of Medicaid Enrollees

The Centers for Medicare & Medicaid Services (CMS) announced a nationwide survey of adult Medicaid enrollees. The survey will be launched this fall and is based on a modified version of the Adult Consumer Assessment of Healthcare Providers and Systems (CAHPS) Medicaid 5.0H questionnaire. Topics in the current version of the CAHPS Medicaid 5.0H questionnaire include the following:

  • access to needed care and timeliness of care
  • provider communication
  • customer service
  • shared decision making
  • health promotion and education
  • coordination of care
  • access to needed information
  • ease of filling out forms
  • health care, provider, and plan ratings
  • effectiveness of care measures

An information bulletin released June 6 provides next steps for states, including participation in upcoming webinars, in preparation for survey implementation. Results from the survey will identify state-specific and nationwide measures of health care access, barriers to care, satisfaction with providers, and patient experiences with Medicaid managed care and fee-for-service providers.

The survey is being administered by the Center for Medicaid & CHIP Services at CMS, its contractor, NORC at the University of Chicago, and a CAHPS certified vendor, Thoroughbred Research Group. Please contact Xiaoyi Huang, JD, director of policy, at xhuang@essentialhospitals.org or 202.585.0127 with questions.
