CMS Report on Housing Supports for Individuals with Substance Use Disorder

A Centers for Medicare & Medicaid Services (CMS) report to Congress details an action plan to assist states in providing housing-related support for Medicaid beneficiaries with substance use disorders.

The action plan fulfills requirements under Section 1018(a) of the SUPPORT for Patients and Communities Act, 2018 bipartisan legislation to combat the opioid epidemic through various measures.

To support states’ work in this area, CMS and other federal agencies will:

  • assess states’ technical assistance and support needs;
  • identify and distribute best practices;
  • promote quality performance measurement and reporting and improvement activities; and
  • detail existing options within the Medicaid program to offer housing-related supports and services, including through waiver authorities.

The report also outlines activities CMS will begin in federal fiscal years 2020–2021 to further fulfill requirements of the SUPPORT Act.
