The Centers for Medicare & Medicaid Services (CMS) released Feb. 27 a notice on preliminary federal disproportionate share hospital (DSH) allotments for fiscal year (FY) 2014. The notice contains state-specific FY 2014 DSH allotments – without the reductions that would have been imposed under the Affordable Care Act (ACA). The ACA-mandated reductions were delayed by two years through the FY 2014 Joint Budget Resolution. America’s Essential Hospitals achieved a major victory with this legislation, which repealed the FY 2014 Medicaid DSH cuts and delayed the FY 2015 Medicaid DSH cuts until FY 2016.
In the notice, the FY 2014 state allotments were calculated by increasing the amount of the state’s FY 2013 DSH allotment by the percentage change in the Consumer Price Index.
