CMS Publishes Medicare Outpatient Observation Notice FAQs

The Centers for Medicare & Medicaid Services has added a list of frequently asked questions (FAQs) regarding the Medicare Outpatient Observation Notice (MOON) form to the Beneficiary Notices Initiative webpage.

As of March 8, all hospitals and critical access hospitals are required to provide the MOON form, as well as oral notification, to applicable Medicare patients. The MOON notifies Medicare beneficiaries that they are outpatients receiving observation services and are not inpatients of a hospital or critical access hospital.

The FAQs outline how hospitals should complete the form’s free-text field, as well as limitations on adjusting or modifying the form. The FAQs also clarify that the form must be issued to Medicare Advantage enrollees and that psychiatric hospitals are required to deliver the MOON.
