The Centers for Medicare & Medicaid Services has proposed policy changes and updates for Medicare Advantage (MA) plans and the Medicare Part D prescription drug benefit.

In a Nov. 16 proposed rule, the agency says the changes will promote innovation within MA plans to improve quality and increase options for enrollees. The proposals also carry out requirements from the Comprehensive Addiction and Recovery Act of 2016.

The proposed rule would:

  • increase MA plan variety;
  • improve flexibility in MA uniformity requirements;
  • allow electronic delivery of certain beneficiary documents; and
  • establish a framework to create drug management programs that limit access to certain frequently abused drugs, including opioids, for “at risk” beneficiaries.
