America’s Essential Hospitals Comments on FY 2014 IPPS Proposed Rule

America’s Essential Hospitals submitted comments June 25 to the Centers for Medicare & Medicaid Services (CMS) on the fiscal year (FY) 2014 inpatient prospective payment system (IPPS) proposed rule.

In the rule, CMS makes proposals for implementing the Affordable Care Act’s Medicare disproportionate share hospital (DSH) cuts. In its comments, America’s Essential Hospitals urges CMS to accurately capture uncompensated care data to implement the Medicare DSH cuts. CMS also lists the conditions it proposes to use for the hospital-acquired conditions reduction program beginning in 2015 and updates the readmissions reduction, hospital value-based purchasing and inpatient quality reporting programs, among others. The association comments on those updates and encourages CMS to ensure selected quality measures are not biased against any particular type of hospital, and hospitals are not penalized as they work on quality improvement.
