The Centers for Medicare & Medicaid Services (CMS) recently issued a final rule to modernize Medicaid and Children’s Health Insurance Program (CHIP) managed care regulations. While this rule seeks to better align the regulations with existing standards for commercial, health insurance marketplace, and Medicare Advantage plans, it severely restricts state flexibility in providing payments to providers.
