Medicaid DSH: What is in the Proposed Rule and What it Means for Hospitals

On May 13, the Centers for Medicare & Medicaid Services (CMS) released a proposed rule implementing the ACA’s Medicaid DSH cuts. In the proposed rule, CMS provides details on the DSH health reform methodology the agency will use to determine the amount of reduction to each state’s DSH allotment for fiscal years 2014 and 2015.

Members of America’s Essential Hospitals rely on Medicaid DSH funds to provide essential health services to patients, regardless of their ability to pay. The association wants to ensure that implementation of the Medicaid DSH provisions preserves the remaining resources for hospitals providing a disproportionate share of care to vulnerable patients.
